Hello. I've been having this issue the last few days. Two games now 'fear and planetside 2' I have tried to download but they get stuck on 99%.
The download shifts between downloading at slow speeds, and being queued.
The things I've tried so far to fix the problem is to
restart steam and computer -
start in administrative mode
rename the clientregistry.blob in steam folder
start downloading another game and move the game i want to the front of the queue.
do the steam://flushconfig in run
update everything, search for any viruses
change download region in steam
verify game cache - goes too fast, like half a second ?
take down firewall
bash my head into the table
do anyone have any idea how to solve this?
edit* some games work when i try to download them others get stuck on the 99%
Re: Steam game download stuck at 99% Pause the download, close steam by ending the process, right click on the downloaded game folder in SteamApps/common, untick 'read-only', restart steam and resume the download.

I tried to delete local content. I tried to download the game. For some reason it's stuck at 99% and it won't finish downloading. I tried to delete. I never had such issues in ages and rarely read about complaints for the same reasons; whenever it would get stuck on queue I would just restart Steam, with everything going back to normal, but had no corrupted downloads whatsoever.
